Below are the presentations from the Public Construction Council Forum on "Construction Costs in the Public Sector" along with a small bio on each presenter.

       Biography
       Stuart MacKay
       President, MMK Consulting Inc.

Stuart MacKay's management consulting career spans more than 25 years, and includes a wide range of economic, financial, business and project planning assignments. Stuart's background includes a Bachelor of Commerce degree from the University of British Columbia and a Master's degree in Management Studies from Oxford University. He founded MMK Consulting in 2001 following more than twenty years with KPMG Consulting, including ten years as the partner in charge of KPMG's BC Planning and Economics practice.

(Optional) Stuart is the founding author of KPMG's Competitive Alternatives study, the CEO's Guide to International Business Costs. Since founding the study in 1994, he has overseen the study's growth to include more than 120 cities in nine countries, and he has spoken on business cost trends to audiences in more than forty cities throughout North America, Europe, and Japan. The sixth published edition of Competitive Alternatives will be released by MMK and KPMG in March 2006.

Stuart has been extensively involved in many major construction and capital maintenance programs in BC, performing assignments on behalf of both public and private sector clients. He and his MMK colleagues are currently assisting a number of large BC-based public sector organizations in understanding and dealing effectively with recent construction cost trends in the Province.

       Biography
       J. Liam Murray
       Altus Helyar Cost Consulting

    • Graduated, Trinity College, Dublin, Ireland, 1978.
    • Came to Vancouver in 1981 via Edmonton.
    • Commenced career at BTY, 1981-1986, heavily involved in the construction of Expo '86.
    • Formed Marshall & Murray, 1986-1991, primarily for consulting in Health Care in Ontario.
    • Returned to Vancouver, 1991, opening an office for Helyar & Associates.
    • Grew Helyar to current level of 22 employees - one of the largest consulting firms in B.C.
    • Extensively involved in both Private & Public Sector projects.
    • Facilitated a number of Green Building Charettes.
    • UDI/CMHC Liaison Committee Member, 1996-2000.
    • UDI Environmental Committee, 1992-1996.
    • Coordinated Schools BC Unit Rate Review, 2000, that increased funding between 15 % & 20%.
    • Team leader on cost management of $250 million casino development program.
    • Liaison with Bentall Properties for all Capital projects in British Columbia.
    • Recently completed an analysis of escalation in BC, 2002-2006.
    • Facilitator on master plan development - Surrey City Centre/Tech BC.
    • Value analysis expert on all types of construction including 2 projects for BC Ferry Corporation 2004/05.
    • Whistler Ice Arena, client liason and project overview.
    • Whistler Sliding Centre, value analysis support and peer review.

       Biography
       Bill Johnson, P. Eng.
       President, Farmer Construction Ltd.

Bill Johnson is a partner, an owner and President of Farmer Construction Ltd. with his head office in Victoria. He constructs institutional, residential, commercial and industrial projects throughout British Columbia. Farmer is the 35th largest contractor in Canada, with an annual volume of $80 million. Recent landmark buildings include the $82 million Royal Jubilee Hospital Diagnostic and Treatment Facility and the $100 million Shoal Point Condominium project on Victoria's Inner Harbour. He is currently constructing 3 multi-unit residential concrete buildings and a computer engineering building at the University of Victoria.

Farmer has been awarded the $300 million Dockside Green mixed use development which will become the largest LEED platinum project ever conceived, and the $400 million Bayview Estates residential development on the Songhees Lands in Victoria. Both of these projects will start in the next month.

Bill grew up in Winnipeg and graduated from the University of Manitoba in 1971 with a Civil Engineering degree. He moved to Vancouver and began his career constructing bridges throughout B. C.

In 1974 Bill moved to Victoria to work with Farmer Construction Ltd. as a project engineer, and served as a superintendent, project manager, and manager of operations, before becoming President in 1998.

They have received on two occasions the Journal of Commerce "Award of Excellence" for innovative construction techniques, and are one of a few contractors in British Columbia to construct "clean rooms" for high-tech companies who manufacture computer chips.

Despite his busy schedule, he still finds time to spend with his wife of 35 years, and travels the world when time allows.
